I. Meeting
was called to order by Don Danser at
II. First
topic of discussion was the history-making decision to postpone the Group Meets
from Saturday to Sunday because of the weather forecast of severe thunderstorms
and even tornadoes. Since we are now required to have busses and spectator
vehicles parked two miles away, there is no emergency shelter available for the
thousands of athletes, officials, and spectators that are in the park during
the event. There is no gambling when safety is the issue. As a result, we will
build in postponement dates and every one will be advised to check the NJSIAA
website on Friday and Saturday morning if a postponement is warranted in the
future. Again, it would have to be a threat of severe weather to postpone the
meets. Rain alone will not cause a postponement.
III. Correspondence
A.
A parent said that at the
group meet his son was not allowed to wear undergarments. Of course, he was
allowed, if the undergarments were within the rules. If what he was wearing was
not legal, he was probably told that he would have to fix the problem before he
could run.
B. Chris
Threston, Head Coach of Bishop Eustace proposed that the Non-Public A-B
Classification be done around a hard number (like 569) instead of 50% by size
(Larger half is A, smaller half B). This cannot be done under the present
constitution. [See more on this issue later]
IV Holmdel
Park – Just so all are aware of what the park requires, below is a summary of
five-page contract for the Group Meet and Meet of Champions which was received on
the Tuesday before the Group Meet.

may use the park from

must provide insurance with liability limits of $1,000,000 for bodily injury
and $1,000,000 for property damage. (Cost: $200.00)
3. NJSIAA
shall be required to park all spectators off site and acquire the services of a
bus company to provide shuttle busses for spectators and park patrons. Minimum
of 6 busses. [We hired 8 buses at a cost of $2,792]
4. No
busses carrying team members will be allowed to park inside the park. Coaches
shall be responsible for notifying the bus drivers when they are ready to be
picked up.
5. Certain
areas of the park are off limits to cross-country runners in order to protect
the natural resources and to insure the safety of all runners and visitors.

buildings, patios, walkways, parking lots, and roadways are not to be used as
warm-up, running, or exercise areas.

beyond Hill Top Parking lot. [Total official fees for all meets: Sectionals
through M of C: $15,055]
12. The
maintenance road must be kept clear for emergency and park system vehicles.
13. No
dogs or bikes will be allowed on the course during the meet.
14. Providing
the park system with an estimated number of participants and updating that
number.
15. The
Park Manager must receive a copy of all materials given out to participating
schools regarding the meet, including the schedule prior to the day of the meet
16. NJISAA
may permit venders, up to 4 at $225 each. [New item. We may ask neighboring
schools like
17. An
onsite meeting between the race director and the park manager is required. [It
was held on Tuesday before the Group Meet where the contracts were signed.]
The
Meet of Champions contract was essentially the same, except for parking
(onsite) and length of time using the park.

VI. Classification
There
was discussion on whether or not boys and girls should be classified
separately.
A. Public
Schools

Public schools said they have girls xc programs – 269 actually participated
this season, or 87% participated

public schools said they have boys xc programs – 286 actually participated this
season, or 90%
3. Present
numbers, using 320 schools with cross-country, means that the schools are
divided into 80 per group with 20 per group per session.

The + numbers are schools
that submitted individuals. For example the North I Group I Entry figure of
15+2 means that 15 full teams were entered with two schools entering individuals.
The Committee felt no
changes were necessary based on the above data.
B. Non-Public

5. The
committee felt that for Non-Publics, because of the number of single gender
schools, it would be better to classify the Boys and Girls separately.
VII. Rosters
A. Nearly
40% of the rosters turned in to Lou Fraulo contained more than 12 names. Unlike
most meets, we permit only 12 names to be submitted because each name must be
assigned a bib number because we are not asking the coaches to select ahead of
time which seven athletes will actually run in the meet.
B. Proposed
solutions
1. Make
sure the regulations stress that only 12 names can be submitted.
2. Mr.
Fraulo will not check for more than 12. When he submits the names to NJSIAAA
for the program, the names listed alphabetically after 12 will be automatically
dropped. If this results in a runner being dropped that the coach wants in the
meet, and it is not discovered before meet day, the school will be fined $50.00
per change required the day of the meet. This makes it imperative for coaches
to check their rosters on Mr. Fraulo’s website before they show up for the
Sectionals or [in the case of Non-Publics] the Group Meets.
