The NJSIAA Program Review Committee voted not to accept the change in the way cross-country teams qualify
from the groups to the Meet of Champions. Their reasons were based on the following:
 
1. Survey Results: 128 of 249 (52%) voted not to change (121 [48%] wanted the change)
2. The committee did not want to change the philosophy of the NJSIAA Meets/Tournaments of Champions. The
object of such tournaments is to bring in the Group "winners" for competition, not necessarily the best in the
state. For example, it is generally accepted that a Group Three or Four State Basketball Championship runner-up
could easily be better than a Group 1 or 2 champion, but we don't bring runners-up into the Tournament of
Champions.
 
In other action, since only 6  (18%) parochial schools out 34 responding, wanted a cross-country sectional, the
committee did not institute a sectional for parochials. Other parochial survey results: 17 (50%) wanted the 
regrouping solution (Divide in half the schools actually participating in cross-country) and 11 (32%) wanted no
change. Based on these results and the fact that the Parochial A race was getting too large, the committee
accepted the new parochial grouping proposal for next fall.
 
Later in the day, the NJSIAA Executive Committee affirmed the Program Review Committee's actions.
